Preliminary Information Form

1. Subject

This Preliminary Information Form outlines the rights and obligations of the parties under the Turkish Law No. 6502 on Consumer Protection and the Regulation on Distance Contracts. It pertains to the sale and delivery of products purchased by the BUYER, as mediated by Yedi Yıldız Domestic and Foreign Trade Limited Company – 7star Numismatics. By accepting this form, the BUYER acknowledges responsibility for payment, including any applicable shipping and tax charges, upon confirmation of the order.

5. General Provisions

- The BUYER confirms having read and understood product features, pricing (including taxes), payment, and delivery information before confirming the order.
- Delivery will be made within 30 days unless otherwise stated. If delayed, the BUYER has the right to cancel.
- The Company guarantees delivery in compliance with legal standards and obligations.
- In case of inability to fulfill the order, the Company will notify the BUYER within 10 days and issue a refund within 14 days.
- If payment is not completed or canceled, the Company has no delivery obligation.
- If payment is reversed after delivery due to unauthorized use, the BUYER must return the product within 3 days at the Company’s expense.

6. Right of Withdrawal

- Products purchased via auction are considered personal sales and are non-refundable.
- For eligible products, the BUYER may withdraw from the contract within 14 days of delivery.
- Notification must be made in writing (email, fax, or registered mail) with the product undamaged.
- Returned products must include all original packaging and accessories.
- If the product is damaged or its value diminished due to the BUYER’s actions, the Company may claim compensation.

7. Exceptions to the Right of Withdrawal

Withdrawal rights do not apply to:
a) Goods affected by financial market fluctuations.
b) Custom-made or personalized items.
c) Perishable goods or those with expired shelf life.
d) Unsealed hygiene-sensitive products.
e) Mixed goods that cannot be separated.
f) Opened software, books, or digital content.
g) Periodicals (unless under subscription).
h) Services executed or delivered digitally before withdrawal period ends.

8. Governing Law and Jurisdiction

The BUYER may submit complaints to the Consumer Arbitration Committee or Consumer Court located in the BUYER’s place of residence or where the purchase was made, subject to the monetary thresholds determined annually by the Turkish Ministry of Customs and Trade.
